1. Roll Call
  Staff provided instruction for access to English live transcription (automated closed captioning), and live simultaneous Spanish and American Sign Language interpretation, and then conducted roll call.  There were approximately 40 participants.
             
2. Staff recommends MXCAB receive the Record of Action for the January 31, 2022 meeting.
  The record of action was accepted as presented.

3. Continue to discuss process for creating a 2021 community needs assessment report (Mariana Moore, Chair)
 
Chair Moore introduced the discussion of the process for creating a 2021 community needs assessment report and provided her recommendations on the topic. Lisa Driscoll reminded the MXCAB that the Board of Supervisors gave authority in November for sole source contracting to existing/previous contractors, and accordingly staff are currently reviewing options. Mrs. Driscoll also asked MXCAB members to provide names of writers who have worked with the County successfully. Staff’s next steps are to select an existing county report writer, and return to the MXCAB in April with a draft service plan for discussion. If a report writer cannot be identified, staff will inform the MXCAB at the April meeting and begin the process to issue an RFP.
   
             
4. Continue to discuss MXCAB process for evaluating outcomes and impacts of Measure X funding (Mariana Moore, Chair)
 
Chair Moore introduced the discussion of the process for evaluating outcomes and impacts of Measure X funding, provided her recommendations, and then asked staff for guidance. Staff reported that they will coordinate with departments to develop measures for evaluating outcomes and impacts of Measure X funding. Staff plan to have related drafts ready for MXCAB review and guidance at the June meeting.

Chair Moore asked for a chart of current funding that identified host agencies. Staff informed the MXCAB that a chart was produced for publication in the FY 2022-23 Recommended Budget and that it would be forwarded to the MXCAB.
             
5. The next meeting is currently scheduled for April 20, standard meeting date and time is the third Wednesday of the month at 5:00 PM.
             
6. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to one minute).
  Chair Moore asked for and received public comment from two members of the public.  Staff provided an update on filling the vacant District IV Alternate seat.  The Clerk of the Board declared the vacancy.  The District Supervisor is considering several potential candidates for the seat and will shortly return to the Board for appointment.  No written comments were received from the public.
             
7. Adjourn
  The meeting adjourned at approximately 6:15 PM.

The Measure X Community Advisory Board will provide reasonable accommodations for persons with disabilities planning to attend Measure X meetings. Contact the staff person listed below at least 72 hours before the meeting.
Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the County to a majority of members of the Measure X Community Advsory Board less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar St., 4th Floor, Martinez, during normal business hours.
