RECOMMENDATION(S):

APPOINT Martha Carter to Member-at-Large Seat 6 and Nicolette Schumacher to Member-at-Large Alternate Seat 1 on the Alcohol and Other Drugs Advisory Board for terms ending on June 30, 2024, as recommended by the Family and Human Services Committee.

FISCAL IMPACT:

There is no fiscal impact.

BACKGROUND:

On December 6, 2011, the Board of Supervisors adopted Resolution No. 2011/497 adopting policy governing appointments to boards, committees, and commissions that are advisory to the Board of Supervisors. Included in this resolution was a requirement that applications for at large/countywide seats be reviewed by a Board of Supervisors committee. At Large seats on the Alcohol and Other Drugs Advisory Board are assigned to the Family and Human Services Committee (FHS) for review and recommendation to the Board of Supervisors.

At the February 28, 2022 Family and Human Services Committee meeting, the Committee considered and recommended these appointments. The Alcohol and Other Drugs Advisory Board (AODAB) provides input and recommendations to the Board of Supervisors and the Health Services Department concerning family and community needs regarding prevention and treatment of alcohol and drug related problems. The mission of the AODAB is to assess family and community needs regarding treatment and prevention of alcohol and drug abuse problems. The board reports their findings and recommendations to the Contra Costa Health Services Department, the Board of Supervisors and the communities they serve. The AODAB works in collaboration with the Alcohol and Other Drugs Services of Contra Costa Health Services. The board provides input and recommendations as they pertain to alcohol and other drugs prevention, intervention, and treatment services.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to appoint members is likely to reduce public participation in advising policy development.
