RECOMMENDATION(S):

APPROVE and AUTHORIZE the Director of Conservation and Development, or designee, to execute a contract amendment with TRC Solutions, Inc. to increase the payment limit of contract #C46819 from $297,210 to $428,861, to complete the Final Environmental Impact Report for the Martinez Refinery Renewable Fuels Project.

FISCAL IMPACT:

No impact to the County General Fund. The contract is funded 100% by the applicant.

BACKGROUND:

In January of 2021, the Department of Conservation and Development (DCD) entered into a contract with TRC to provide technical assistance and services to DCD related to the preparation of a Environmental Impact Report (EIR) for the Martinez Refinery Renewable Fuels Project in Martinez. The payment limit increase will allow the contractor to continue to prepare the EIR for the project and is needed for additional effort by the contractor not previously contemplated, including additional work to respond to comments.

CONSEQUENCE OF NEGATIVE ACTION:

If the proposed contact payment limit increase is not approved, the contractor would not be able to complete the Environmental Impact Report.
