4. Receive update from the Aviation Advisory Committee Chair (Maurice Gunderson)
  Maurice Gunderson Reported:
  • Reported aircraft noise at normal levels
  • Tower staff hours back to normal
  • Working on an aviation fuel distribution project which would require a significant coordinated sales effort by the county.
  • Supervisor Mitchoff requested to be advised of updates regarding aviation fuel distribution project.

             
5. Discuss progress regarding the Byron Airport General Plan Amendment (Daniel Barrios, Department of Conservation and Development)

 
  • Dudek provided traffic impact analysis to Public Works transportation, DCD Transportation in November 2020.
  • Meeting held by Public Works, DCD and Dudek to discuss traffic impact analysis report and the received comments. Majority of comments were resolved or clearly communicated to Dudek.
  • Contract extended for Dudek until end of 2021.
  • February 11th final memo with proposed solutions sent to Dudek with comments.
  • Supervisors Mitchoff and Burgis requested to be advised of any changes with Dudek even if there is no Airport Committee meeting.
  • An additional $200,000 is needed from the Mariposa Community Benefits fund to cover county staff time to complete project  
  • Supervisor Mitchoff requested a detailed breakdown of the contract and use of the Mariposa funds for the project.  

             
6. Discuss Runway 14L/32R Pavement Replacement Project, Buchanan Field Airport
   
  • Project completion accepted 3/9/21 by Board of Supervisors
  • 35-day window for sub-contractors to submit claims.
  • Project was completed on time and under budget.

             
7. Discuss the Airport Innovation and Business Attraction Program, Buchanan Field and Byron Airport
 
  • Urban Air Mobility Project broke ground on construction of 2 large hangars at Byron Airport
  •  EssentialAero has been testing Unmanned Aircraft Systems at both Airports

             
8. Discuss Airport's Project Development Update
             
a. Discuss Proposed Development of 4.1-acre phase 1 aeronautical use at, Byron Airport
 
  • Urban Air Mobility project broke ground on first segment of phase 1.  
  • There are two other phases in this project which includes 3 more large hangars and up to 12 smaller hangars
             
b. Discuss ARFF/Storage Building, Byron Airport
 
  • ARFF building project broke ground.
  • Utility relocation completed

             
c. Discuss Con Fire Station 9 to Airport property, Buchanan Field
 
  • Working with FAA to release the land for non-aeronautical use to allow a fire station with an aircraft hangar
  • Air ambulance component is deemed an aeronautical use by FAA

             
d. Discuss Development of 16-acres non-aeronautical use, Buchanan Field
 
  • Sub-tenant will have an update in 2-3 weeks
  • Groundbreaking desired by end of 2022/early 2023
             
e. Discuss 0.86-acre Development at Buchanan Field
 
  • Competitive solicitations ended last week
  • No additional letters of competitive interest were received
             
f. Terminal Building, Buchanan Field

 
  • Construction bids received back 3/11/21
  • Construction to begin mid-summer 2021
  • Expected project completion Fall 2022

             
9. Discuss Security Project, Buchanan Field
 
  • Grant received from FAA in the amount of 3.2 Million
  • Bid opening April 6, 2021
  • Mid-summer start construction
  • Design completed and approved by Board of Supervisors February 9, 2021

             
10. Discuss Next FAA/Caltrans grant request Buchanan Field Airport master plan
