1. Introductions
             
2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
  No public comments.
             
3. Staff recommends approval of the Record of Action for the October 19, 2020 meeting.
  Approved as presented.

4. CONSIDER draft bylaws for the Measure X Community Advisory Board, and PROVIDE additional staff direction.
  The Committee discussed the bylaws, took public comment, and provided staff direction regarding modifications (attached).  The attached draft bylaws will be forwarded to the full Board of Supervisors for the March 9, 2021 Board of Supervisors meeting.

The Committee discussed the process to be used to select members for the At-Large appointments. 

On or about March 12, the Clerk of the Board shall forward all applications to all Board members for selection of three nominees (two nominees plus one stand-by nominee).  The Clerk of the Board shall provide a summary document sorted alphabetically by city of residence and then alphabetically by name within city.  The summary shall include the explanation provided by the applicant of why they would like to serve on this particular board and their description of qualification for appointment.  Because these materials will be distributed to the full-Board of Supervisors, they shall be redacted and made available to the public on the date they are distributed to the Board.  Prior to March 22, Board members shall forward their nominees to Finance Committee staff for inclusion in the March 29, Finance Committee packet.

The Finance Committee shall receive the nominees from Board members in their Board packet.  At the March 29, meeting of the Finance Committee, the Committee shall invite each applicant wishing to make a public comment regarding their qualifications to do so.  The Committee may ask follow-up questions.  At the conclusion of the comment period, the Committee will deliberate and make final nominations.  If the Committee should not complete the process by noon, they will reconvene on April 5.

5. The next meeting is currently scheduled for April 5, 2021; however, the Committee may wish to schedule additional meetings prior to that date.
  The Committee has scheduled an additional Finance Committee meeting for March 29, 2021 from 9:00 to noon to begin the Measure X Community Advisory Board selection.  The Committee will also meet on April 5th, if necessary, to complete the selection process and cover any additional items.
