RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health Services Department, to purchase 200 $5 gift cards for focus groups and surveys (total $1,000), snacks provided for consumer meetings, focus groups and consumer-ran events ($4,500), food for Health Care for the Homeless Program (HCH) Governing Board ($2,100) and food for HCH team trainings ($750), for a total of $8,350, for the period from February 1, 2021 through January 31, 2022.

FISCAL IMPACT:

These purchases will result in budgeted expenditures of up to $8,350 and are authorized and 100% funded by the U.S. Health Resources and Services Administration (HRSA) Grant funds and FQHC reimbursement. No County general purpose revenues will be used.











BACKGROUND:

The Health Care for the Homeless Program received a grant from Health Resources and Services Administration to provide health care for the homeless population in Contra Costa County. A requirement of the grant is to establish and maintain Program Governance through a Co-Application Governing Board for Health Care for the Homeless program evaluation and CEO/Program Director evaluation. Additionally, another component of the grant is to conduct monthly focus groups with participants in the program and to offer incentives to those who participate. The Health Service Department anticipates purchasing 200 $5 gift cards as incentives and providing food at the Program Governance meetings. Included in the approved grant budget is a line item for food and incentives at an annual amount of $8,350. Approval of these purchases will cover food for the governance meetings and gift cards for the HCH, through January 31, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If these purchases are not approved, the HCH would not be fulfilling the goals outlined in the HRSA Grant.
