RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County, a participating addendum with EPIC Business Essentials, Inc., to purchase office supplies for County departments under terms of a nationwide contract in an amount not to exceed $3,000,000, during the period from April 1, 2021, through May 31, 2024, as recommended by the Public Works Director.  

FISCAL IMPACT:

Office supply costs paid by County Departments. (100% Department User Fees)


BACKGROUND:

A blanket purchase order with AAA Business Supplies and Interiors for office supplies and products was approved by the Board of Supervisors on January 19, 2021. The office products and supplies are guaranteed through EPIC Business Essential's Cooperative Purchasing Contract #R190301 through the OMNIA Purchasing Cooperative Program. Approval of the addendum between Contra Costa County and EPIC Business Essentials allows the County to obtain guaranteed pricing available through the Omnia Partners contract. The addendum ensures that EPIC is solely responsible for ensuring a distributor action on its behalf – including AAA – delivers goods and services purchased by the County in accordance with the Cooperative Purchasing Contract.

CONSEQUENCE OF NEGATIVE ACTION:

Without approval of the participating addendum, the County will not be able to use the OMNIA Cooperative Purchasing contract with EPIC Business Essentials with guaranteed pricing. This would result in increased costs by not taking advantage of cooperative purchasing discounts.
