RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County (1) Master Relationship Agreement and (2) Solution Order with Change Healthcare Technologies, LLC, a corporation, in an amount not to exceed $410,911, to provide cardiology software for the period from March 23, 2021 through March 22, 2026.

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $410,911 over a 5-year period and will be funded 100% by Hospital Enterprise Fund I.

BACKGROUND:

Change Healthcare Technologies, LLC (CHC) Cardiology Information System (CIS) is a single enterprise platform used for cardiovascular imaging and result reporting. Contra Costa Regional Medical Center (CCRMC) utilizes CHC’s CIS platform and Cardiology Picture Archiving and Communications System (CPACS) software to streamline data management of images and cardiology results data into a single CIS platform, allowing for the aggregation of patient data. CIS is fully integrable with CCRMC’s Electronic Medical Records System (EPIC) so that orders entered into EPIC are electronically submitted to the CIS and results are then sent back to EPIC after reviewing by clinical staff.  
  
The Health Services Department solicited a cardiology information system solution that included data migration, training services, and the implementation of a Cardiology Picture Archiving and Communications System (CPACS), and Adult Echo Reporting Essentials platform but did not receive any qualified responses. Due to the lack of response Change Healthcare Technologies, LLC’s Cardiology Information System (CIS) was chosen as it is the regional standard in cardio services for a single enterprise software platform. Contract #23-702 is the initial contract with CHC for cardio services.  
  
Approval of this new Contract #23-702 allows the contractor to provide services through March 22, 2026. The Master Relationship Agreement requires the county to indemnify Change Healthcare Technologies, LLC for claims arising from county’s use or inability to use the software.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Contra Costa Health Services will not reap the benefits of this cardiology information system
