RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract amendment with Rubicon Programs, Inc. in an amount not to exceed $75,000 to provide additional Employment Support and Placement Service through providing participants internet connectivity and remote service delivery access countywide for AB 109 for the term January 1, 2021 through June 30, 2022.

FISCAL IMPACT:

$75,000, 100% AB 109 Public Safety Realignment revenue.

BACKGROUND:

On June 18, 2019 (C.67), the Board of Supervisors approved the Office of Reentry and Justice to contract with Rubicon Programs Inc. to provide Employment Support and Placement Services countywide during the period of July 1, 2019 through June 30, 2022. As a result of COVID-19, the delivery of these services could no longer be provided in person. This contract amendment allows for the purchase of mobile communication equipment and internet services for eligible participants to allow Rubicon Programs to provide remote service delivery.




CONSEQUENCE OF NEGATIVE ACTION:

Not all participants have access to the internet which can prevent them from receiving services during times when offices are closed to the public. With so many services being delivered only through the internet it prevents many people, particularly in remote areas, from receiving necessary services.
