RECOMMENDATION(S):

ADOPT Position Resolution No. 25703 to cancel one vacant Substance Abuse Counselor (VHVC) position #17658 at salary plan and grade level TC5-1436 ($5,452-$6,627); and add one Substance Abuse Counselor-Project (VHV3) position at salary plan and grade level TC5-1436 ($5,452-$6,627) in the Health Services Department. (Represented)

FISCAL IMPACT:

If approved, there will be no cost associated with this action. This position is funded 100% by California Board of State and Community Corrections Prop-64 Public Health and Safety Grant Program.












BACKGROUND:

The purpose of the change is to create more entry-level positions and support Division goals of increasing penetration rates in County threshold languages (Spanish-speaking). Outreach efforts over the last year resulted in increased calls to Access Line requesting services who were Spanish-speaking, and there is a desire to continue delivering these services to the community. The County is responsible for attaining quarterly outcomes and reporting progress. With current staffing levels, the department has not been able to meet State penetration rates. Adding a bilingual position will increase the momentum to achieving the state's requirements.  
  
Furthermore, unutilized funds will be recovered by the California Board of State and Community Corrections – Prop 64. This position will be funded through the Proposition 64 grant, sunset on September

30, 2023. The submission of this grant is an effort of AOD to offset revenue loss and address department goals to address health inequities.  
  
Duties associated with this position are directly related to implementing the P64 grant, which includes providing Spanish-speaking adolescence substance use treatment in two different schools in the Antioch School District through Drug Medi-Cal and assisting with cultural competence within the Spanish-speaking community. The incumbent will participate in multidisciplinary teams and support the additional activities that comprise the AOD's project proposal.
  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, there will be an insufficient amount of coverage to support the Spanish speaking adolescents' in the substance use treatment program in two different schools.
