RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Service Director, or designee to execute Memorandum of Agreement (MOA) #28-952 with City of Antioch, including indemnification, to allow the City of Antioch to provide stipends to youth and young adults participating in County’s COVID-19 Youth/Young Adults Ambassadors Program, for the period March 1, 2021 through September 30, 2021.

FISCAL IMPACT:

There is no fiscal impact for this action.

BACKGROUND:

This is a non-fiscal MOA between Contra Costa Health Services and the City of Antioch. The agreement allows the City of Antioch to pay Antioch youth and young adults stipends for participating in County’s COVID-19 Youth/Young Adults Ambassadors Program where County provides the participants, who will be trained to educate other youth and young adults about COVID-19. The ambassadors will get $525 each to be in the six-month program, where they will work in focus groups to create messages that will be resonate with people their age. The youth will then target social media to spread the word. This MOA includes the County agreeing to indemnify the City for any claims arising out of County’s performance under the agreement. Expected program outcomes include an increase in the number of healthy children within the City of Antioch.



CONSEQUENCE OF NEGATIVE ACTION:

If this MOA is not approved, youth and young adults participating in the COVID-19 Youth/Young Adults Ambassadors Program will not receive a stipend.
