RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a Consulting Services Agreement with Kitchell CEM, in an amount not to exceed $670,000, subject to approval by the County Administrator and approval as to form by County Counsel, for construction management services for the new Fire Station 70 project at 1800 23rd Street in the City of San Pablo.

FISCAL IMPACT:

Currently this projected in budgeted in the CCCFPD Capital Outlay Fund.

BACKGROUND:

In late 2015 the Contra Costa County Fire Protection District (District) initiated the process for the design of a replacement facility for Fire Station 70 (FS 70) in San Pablo, currently located at 13928 San Pablo Avenue. The current station is comprised of modular buildings installed in 1992 subsequent to the permanent station facility being abandoned due to damage sustained from the Loma Prieta earthquake. The current station was designed for a crew of three personnel and is now housing a crew of five personnel with the addition of Squad 70.  
  
In early discussions with the City of San Pablo, an alternate site at 1800 23rd Street was made available to relocate the station. Since those discussions, preliminary site plans have been developed and the project appears feasible for the new location. The District has been working with LCA Architects to develop construction drawings for the fire station. As we prepare for the bidding process, the District desires to bring on a construction management firm to assist with construction feasibility, the bidding process and ultimately construction management.  
  
The City of San Pablo has pledged funds to assist in the construction and relocation of the station. The new station would be built to house two full three-person crews for potential expansion of services in the future and will include modern seismic standards as well as being able to meet ADA requirements. The station would be built to provide protection for the community over the next fifty years and would allow for the facility to provide personnel with the components, systems, and features found in a modern fire station.   
  
The County Public Works Department requested Statements of Qualifications ("SOQs") for services for some specific and Countywide capital projects. The Public Works Department received eight SOQs from interested firms and four firms were shortlisted. A selection committee of County staff conducted interviews and ranked Kitchell CEM as one of the top ranking firms. It is recommended that Kitchell be awarded the agreement for the subject project.   
  
The Public Works Department will administer the agreement and facilitate project management for the District.

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, construction management services will not be provided and the quality of delivery and management of the project could be negatively impacted.
