RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Agreement #29-545-2 (020_BPIP_SA 15-16) with the Contra Costa County Superior Court of California to pay County an amount not to exceed $90,000 to support services provided to participants in County’s Behavioral Health Services Division (BHSD)/Alcohol and Other Drug Services’ (AODS) Drug Court Program, for the period from July 1, 2015 through June 30, 2016.

FISCAL IMPACT:

There is no fiscal impact to the County. The funding is 100% funded by the Superior Court under a federal grant Reentry Court Collaborative Project. In-Kind County Match of $30,186 is required for case management.

BACKGROUND:

The Contra Costa Collaborative Reentry Court accepts medium to high-risk offenders within the court’s jurisdiction. In close collaboration with agency partners (District Attorney, Public Defender, County Probation, Sheriff’s Department, Adult Mental Health, Behavioral Health, Jail Mental Health, and Alcohol and Drug Treatment Program) and community service providers, Contra Costa County Superior Court will monitor compliance, and administer sanctions and incentives according to participant progress through the program. Services for program participants may include drug treatment support, random drug testing, mental health services, judicial and law enforcement supervision, family reunification assistance, housing services and employment support. Participants will be closely monitored through case managers, treatment providers, law enforcement, and the judge to ensure compliance. While awaiting the resolution of their new charges, incoming participants will meet with the Reentry Court-case managers, who will explain the reentry court process, build rapport, conduct an initial intake, gather risk assessments from either probation or parole, and work with the Drug Court Program Coordinator to develop recommendations for individual treatment and support plans. The Reentry Court Collaborative will, similar to already-established drug and reentry courts in the State, implement the Ten Key Components and corresponding evidence-based Program Principles of Drug Courts.

Due to a delay in receiving the Agreement from Contra Costa Superior Court, the Behavioral Health Services Division (BHSD)/Alcohol and Other Drug Services’ (AODS), was not able to process document in a timely manner. Therefore, the Division is requesting a start date of July 1, 2015 to avoid any disruption in service.

Approval of this Agreement #29-545-2, will allow the County to continue to receive funds to support the County’s Drug Court, as part the Reentry Court Collaborative Project, to allow participants to receive intake and screenings, individual and group counseling in outpatient and residential substance abuse treatment through June 30, 2016.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, County’s BHSD/AODS will not receive funding to provide additional substance abuse treatment to the expanded Reentry Court Collaborative Project.
