RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Aspiranet, a Non-Profit Corporation, effective March 1, 2016, increasing the payment limit by $140,218 to a new payment limit of $396,418 for continued receiving center services for the period July 1, 2015 through June 30, 2016. (30% County, 70% State)

FISCAL IMPACT:

$396,418: 30% County, 70% State.

BACKGROUND:

This amendment will add $140,218 to the contract for additional services provided by the Receiving Center that serves as the hub of the Employment and Human Services Department (EHSD) emergency shelter system. It provides temporary care to children who have been taken into protective custody and children and youth who are transitioning into foster placements. The Receiving Center offers a homelike setting and is designed to promote stability in placement, focus on the needs of the individual child, minimize move, and supports permanency at the early stages of EHSD intervention.


CONSEQUENCE OF NEGATIVE ACTION:

Contractor will not be fairly compensated for services provided.

CHILDREN'S IMPACT STATEMENT:

This contract supports all five community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing a homelike environment for children entering the Child Welfare system.
