RECOMMENDATION(S):
APPROVE and AUTHORIZE the Chief Information Officer, or designee, to terminate, effective April 1, 2015, the contract with International Business Machines Corporation, which was approved by this Board on July 8th, 2014 in an amount not to exceed $318,400 to provide mainframe computer support for the period August 1, 2014 through July 31, 2015.
FISCAL IMPACT:
The contract is invoiced at a minimum of $3,700 per week. Canceling the contract with 17 weeks left would save a minimum of $62,900 in Org #1060.
BACKGROUND:
The IBM Mainframe system houses critical County business systems including property tax system, law and justice case management systems for the Courts, Probation, Public Defender and District Attorney, and the County Finance System. This contract with IBM was selected, in part, because of staffing shortages that left us with knowledge gaps that put our systems at risk. The intention was to provide a thorough system analysis (which has been completed) and then for IBM to provide knowledge transfer and system support during the remainder of the contract. We have since had a retired staff member return on a temporary basis who brings expert knowledge so that the remainder of this contract is no longer needed.
