RECOMMENDATION(S):

ACCEPT the results of the decertification election of the Engineering Unit from Public Employees Union, Local One and acknowledge formal recognition of IFPTE, Local 21 as the majority representative of the Engineering Unit, as recommended by the Employee Relations Officer.

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

In October, 2014, the Engineering Unit of Public Employees Union, Local One submitted a decertification petition to the Labor Relations Unit requesting to decertify from Local One. Signatures were verified and the Labor Relations Unit requested State Mediation and Conciliation Service (SMCS) to serve as a neutral party to conduct the election in accordance with Section 34-12.012(c) and 34-12.018 of the Employer-Employee Relations Resolution (EERR).

BACKGROUND: (CONT'D)

On March 17, 2015, a vote count was conducted by SMCS to determine which organization would represent the Engineering Unit. The following are the results of the decertification election:

PEU Local 1: 4 votes
IFPTE Local 21: 29 votes
No Organization: 1 vote

Total Ballots Cast: 34

Total Eligible Employees in Engineering Unit: 42

SMCS certified the election results. More than fifty percent of eligible employees in the Engineering Unit cast ballots in the election and a majority of the votes cast selected IFPTE, Local 21 as the new majority representative.

CONSEQUENCE OF NEGATIVE ACTION:

Engineering Unit will continue to be represented by Local One.
