RECOMMENDATION(S):

CONTINUE public hearing as an open public hearing for the Keller Canyon Landfill Permit Review to July 21, 2015 to consider approving new and modified conditions of approval for the Keller Canyon Landfill land use permit; and to consider related actions under the California Environmental Quality Act.

FISCAL IMPACT:

The Land Use Permit (LUP) review has no impact to the County General Fund. Keller Canyon Landfill (KCL) Company is responsible for providing reimbursement for the County’s staff costs associated with the Permit Review process. The fiscal impact of the new and modified conditions was discussed in the March 3, 2015 Board Order.






BACKGROUND:

The Board of Supervisors continued this item from March 3, 2015, at the request of the District V Supervisor. Information most recently prepared for consideration by the Board of Supervisors related to the Keller Canyon Landfill Permit Review is available on-line (see Agenda Item D.8 for the March 3, 2015 meeting). The County Administrator has relayed the District V Supervisor's request to continue this public hearing until such time that the Supervisor can attend and participate in the decision-making process. Department of Conservation and Development (DCD) staff is recommending this item be continued until July 21, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve recommended continuance to July 21, 2015, this public hearing could instead be conducted or continued to another date certain (if this were earlier than June or July it is likely the District V Supervisor would not be able to attend).
