RECOMMENDATION(S):

Approve and authorize the Health Services Director or his designee, to execute, on behalf of the County, Amendment #29-502-35 with the Department of Health Care Services, effective February 6, 2015, to amend Standard Agreement #29-502-34, increase the amount payable to County by $125,000, from $27,526,872, to a new payment limit of $27,651,872, with no change in the original term of July 1, 2014 through June 30, 2015.

FISCAL IMPACT:

Approval of this Amendment will result in an increase in funds for fiscal year 2014-2015 by $125,000 from the Department of Health Care Services. No County match required.

BACKGROUND:

The Standard Agreement #29-502 is a combined Negotiated Net Amount (NNA) and Drug/Medi-Cal contract. The NNA Agreement requires counties to provide Drug/Medi-Cal services up to their full State General Fund allocation for Drug/Medi-Cal match. If the required services exceed the allocation, counties may access Drug/Medi-Cal reserve set aside for this purpose.

On December 2, 2014, the Board of Supervisors approved Standard Agreement #29-502-34, with the State Department of Alcohol & Drug Programs Services, for the period from July 1, 2014 through June 30, 2015, to provide Substance Abuse services.

Approval of this Standard (Amendment) Agreement #29-502-35, will increase the Substance Abuse Prevention and Treatment (SAPT) Perinatal Set-Aside Allocation, through June 30, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved the County will not be able to receive additional funds to support continuation of the Substance Abuse Services, Prevention and Treatment Program.
