FISCAL IMPACT: (CONT'D)

Federal funds passed through State through the Department of Education

State: CAPP 4010, Amendment #2
County: 29-212-23

BACKGROUND:

The Department was notified by California Department of Education on June 12, 2014 of the county's 2014-15 allocation for the Alternative Payment childcare services program. The Alternative Payment childcare services program provides funding for program eligible families to receive services. Priority is given to families who interface with Child Protective Services; families with children at-risk of abuse and neglect; low-income families; and families with children who have special needs. The Board approved receipt of 2014-15 funding on June 24, 2014. On December 2, 2014 the Board approved contract amendment #1 to accept additional funding. This board order is a second contract amendment to also accept additional funding. The State routinely amends these contracts throughout the program year as additional funding becomes available for distribution.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not receive funding to operate this childcare program.

CHILDREN'S IMPACT STATEMENT:

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
