RECOMMENDATION(S):

APPROVE the 2015 Road Surface Treatment Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, East Richmond, Alamo, El Sobrante areas. [County Project No.0672-6U2149, 0672-6U2148, 0672-6U2147, DCD-CP#15-10] (District I, II, IV)  
  

DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption, pursuant to Article 19, Section 15301(c) of the CEQA Guidelines, and  

  

RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and  
  
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.  

FISCAL IMPACT:

100% Local Road Funds.

BACKGROUND:

The purpose of this Project is to conduct preventive maintenance on select streets within western, southern and central Contra Costa County. The application of the surface treatments will create a water-proof membrane that will cover each road surface and will prevent water from seeping under the pavement and damaging the roadway. Once applied, each surface treatment will extend the life of the existing pavement. The Project consists of cleaning the road surface (including weed removal and sweeping), removing existing striping, applying surface treatments to each of the roadways, restriping the roadways, and site cleanup. Residential streets will be closed for approximately half a day in order to apply the surface treatment and to provide sufficient time for curing. Residents will be notified one week prior to any activity and “No Parking” signs will be posted the day before actual application. The Project will maintain the existing drainage pattern, and the appropriate Best Management Practices (BMPs) will be implemented to protect storm drain inlets during construction. Some areas will require vegetation removal and trimming in order to accommodate the project; no tree removal is necessary. Emergency vehicles will have access at all times. Real property transactions are not anticipated in support of the Project.

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
