RECOMMENDATION(S):

ADOPT Resolution No. 2015/83 to provide for a general salary increase for the employees of the In-Home Supportive Services Public Authority for the period of July 1, 2015 and beyond.

FISCAL IMPACT:

The terms and conditions set forth in this action are estimated at a FY 2015/16 cost of $32,000, $10,000 of which is pension cost.

BACKGROUND:

The IHSS-PA has historically been linked to the resolution providing benefits and compensation for unrepresented management and exempt employees of Contra Costa County. In 2014, the Board of Supervisors adopted Resolution No. 2014/109, which provided a 3% increase in base pay for unrepresented management employees covered by that resolution effective July 1, 2014. The employees of the IHSS Public Authority were not included in Resolution No. 2014/109. Resolution No. 2015/83 (attached) provides for a 3% salary increase for IHSS/PA employees effective July 1, 2015 to realign IHSS Public Authority staff wage-increases with that of unrepresented County management.



CONSEQUENCE OF NEGATIVE ACTION:

The benefits of employees of the IHSS/PA will no longer be consistent with those of management-exempt and unrepresented employees of Contra Costa County.
