BACKGROUND:
Contra Costa County receives funds from the Administration for Children and Families (ACF) to provide Early Head Start program services to program eligible County residents. The Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. This board order establishes a contract with Contra Costa Child Care Council to provide Home-based Early Head Start service to 52 pregnant women and/or children ages birth to three years old. Services are to be administered through the Contractor's licensed Family Child Care providers to enhance the services provided in the Contractor's existing full-day programs.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not be able to more widely distribute childcare availability through partnership with community based agencies.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
