RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a contract amendment with the California Department of Education to increase the payment limit by $1,465,437 to a new amount of $8,364,928, to provide State Preschool services, with no change to term July 1, 2014 through June 30, 2015.

FISCAL IMPACT:

County to receive up to $8,364,928: State 79% ($6,628,350); Federal 21% ($1,736,578) No County match.

BACKGROUND:

The Board approved receipt of funding from California Department of Education on July 8, 2014 accepting the 2014-15 funding allocation of the California State Preschool program services. The County receives funds from the California Department of Education to provide state preschool services to program eligible County residents. The program is operated by the Employment and Human Services Department, Community Services Bureau.   
  
This board order is to accept additional funding from the State and to modify the contract as follows:

  • Amend the Maximum Reimbursable Amount (MRA) from $6,889,491 to $8,364,928
  • Amend the Maximum Rate per child day of enrollment from $34.38 to $36.10
  • Amend the corresponding Child Days of Enrollment (CDE), through which reimbursement rates are set, from 200,683 CDEs to 231,715 CDEs
  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not receive funding to operate these childcare programs.

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department, Community Services Bureau supports three of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 3) "Families that are Economically Self-sufficient"; and, 4) "Families that are Safe, Stable, and Nurturing" by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
