RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21622 to add one (1) permanent full-time Mental Health Program Supervisor (VQHP) at salary level ZA5-1749 ($6,106.25 - $7,422.18) and cancel one (1) vacant permanent full-time Mental Health Clinical Specialist -Project (VQS2) position #14636 at salary level OT2-1362 ($4,288.48 - $6,366.27) in the Health Services Department. (Represented)  

FISCAL IMPACT:

Upon approval, this action will result in an annual increased cost of $19,646.43, including pension cost of $4,498.22. Enterprise Fund I










BACKGROUND:

The Health Services Department is requesting to add one permanent full-time MH Program Supervisor position to oversee the Behavioral Health Division's Internship Program. This person will be responsible for the coordination of training, placement and oversight of from 20 to 30 trainees per year, placed among the 13 different programs within the Behavioral Health Division. Last academic year, interns provided 1570 services to 431 different clients. The person that manages the internship program needs a clinical license, preferably a doctorate, which is required for clinical training director under CAPIC.  
Additionally the person in this position would need to attend intern fairs and represent the county’s internship program at events for prospective trainees at schools and other placing entities, i.e. CAPIC, BAPIC. Schools also need to have us update online profiles and affiliation agreements and other needed agreements periodically so that their students have up to date information.   

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Health Services Behavioral Health Division will not be able to manage and monitor its intern employees and the services they provide to the clients of our Behavioral Health Division effectively.   

CHILDREN'S IMPACT STATEMENT:

This action includes intern employees who will be providing services to the Children's Mental Health Programs within Contra Costa County's Health Services Behavioral Health Division.
