RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21615 to cancel one (1) full-time Account Clerk Experienced Level (JDVC) (represented) at salary plan and grade 3RH 0755 ($2,980 - $3,695) position No. 6556 and one (1) Accountant II (SAVA) (represented) at salary plan and grade ZB5 1444 ($4,514 - $5,487) position No. 12952; and add two (2) Accounting Technician (JD7A) (represented) positions at salary plan and grade 3RX 1236 ($3,664 - $4,680) in the Department of Conservation and Development.

FISCAL IMPACT:

No fiscal impact to County General Fund. This Add/Cancel transaction will have a net annual cost of approximately $31,056, of which $7,500 represent pension costs. The annual cost for these positions will be fully covered by Land Development Fund.










BACKGROUND:

The Department of Conservation and Development is requesting to cancel one (1) Account Clerk Experienced Level and one (1) Accountant II to add two (2) Accounting Technician positions. Last October 2014, DCD lost an Accountant II due to retirement and this position was left vacant and duties were shifted among remaining fiscal staff. DCD anticipates the retirement of an Accountant III at the end of March 2015. This position provides financial support services for the $7.5 million Federal Community Development Block Grant (CDBG) program. DCD has put a transition plan in place in anticipation of this retirement and has assigned another Accountant to pick up these duties. As a result of these two retirements, DCD will once again shift work assignments so that the more complex tasks are given to the remaining Accountants on staff. DCD is requesting to cancel 2 vacant positions to add 2 new Accounting Technician positions to perform the less complex work under the oversight of the senior accountants.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, delays could occur in payments for the community organizations receiving CDBG funding that could affect services to the poor, elderly and/or others.
