RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, (1) to execute on behalf of the County, Standard Agreement (Amendment) #29-772-17 (State #04-36067, A-04) with the State of California, Department of Health Care Services (DHCS), effective November 1, 2008, to amend Agreement #29-772-13 (as amended by subsequent amendments #29-772-14 through #29-772-16), (2) to make technical and administrative changes to the Agreement with regard to the Local Initiative with no change in the original payment limit of $317,472,000 and no change in the term of April 1, 2005 through December 31, 2009, and (3) to make intergovernmental transfers in an amount not to exceed $6,000,000 to maximize the federally approved monthly rates.

FISCAL IMPACT:

Approval of this amendment will reflect a change in the Budge Act Line Items and make technical and administrative changes to the Agreement for fiscal year 2008-2009 for the Medi-Cal Local Initiative. No County funds required

BACKGROUND:

On April 26, 2005, the Board of Supervisors approved Standard Agreement #29-772-13 (as amended by subsequent Amendments #29-772-14 through #29-772-16 ) with the State of California, Department of Health Care Services (DHCS), for the Medi-Cal Local Initiative Health Plan, for the period from April 1, 2005 through December 31, 2009.

Approval of this Standard Agreement (Amendment) #29-772-17 will (1) make technical adjustments to the agreement, allowing the County to continue to receive reimbursement from the State and to continue to provide medical services to qualified County recipients for the Medi-Cal Local Initiative, through December 31, 2009 and (2) authorize the transfer of funds to the State of California to be used as matching dollars to draw Federal reimbursement for the Health Plan rates.

Four certified/sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State.
