RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment effective January 1, 2009, with California Strategies & Advocacy, LLC, to increase the payment limit by $50,000 to a new payment limit of $150,000, to continue to provide legislative services for the Transportation Program, and to extend the term from December 31, 2008 to December 31, 2009. (Project No. 0676-6P4149)

FISCAL IMPACT:

There is no impact to the General Fund, 100% funded by local road funds.

BACKGROUND:

Public Works Department is recommending to amend the contract with California Strategies & Advocacy, LLC by increasing the payment limit and extending the term through December 31, 2009, to provide the Consultant with sufficient time to conclude current pending legislative affairs.  
  


BACKGROUND: (CONT'D)
California Strategies & Advocacy, LLC has been providing the County with legislative representation in Sacramento on transportation-related matters. They also provide similar services to the Contra Costa Transportation Authority and help to coordinate our legislative activities with those of the Authority.   
  
The Public Works Department and Community Development Department conducted a consultant selection process for legislative representation on transportation-related matters in the fall of 2002 in accordance with the Board’s outreach policy for consultant services and Smith, Watts & Company was selected. Smith, Watts & Company has merged with the firm California Strategies & Advocacy, LLC. Many legislative issues are ongoing and it is advantageous to provide the County with consistent legislative services.  

CONSEQUENCE OF NEGATIVE ACTION:

If the contract is not extended, the County will not have the benefit of legislative services to represent us as the State is amending budgets for road maintenance and transportation improvements.
