RECOMMENDATION(S):

ADOPT Traffic Resolution No. 2009/4282 to prohibit commercial vehicles exceeding a maximum gross weight of 14,000 pounds at all times on Balfour Road (Road No. 7351C), Knightsen area. (District III)

FISCAL IMPACT:

None.

BACKGROUND:

The recent spike in truck traffic on the surrounding rural roads has resulted in numerous citizen complaints from East County residents. The primary issues raised are that commercial trucks encroach upon opposing traffic and are not able to safely maneuver turns at intersections, which could result in increased collisions. Investigations indicated that none of the intersections in these areas are able to accommodate truck turning movements without encroaching upon the right of way of opposing vehicles or without encroaching upon unpaved portions within the roadway right of way. See attached study.


CONSEQUENCE OF NEGATIVE ACTION:

Failure to use local authorities' powers to enforce the California Vehicle Code could be detrimental to public safety.
