RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to amend an Interagency Agreement with Contra Costa College District to increase the payment limit by $9,662 to a new payment limit not to exceed $1,150,944 for continued State Preschool services with no change to the term July 1, 2008 through June 30, 2009.

FISCAL IMPACT:

None. No County match.
100% State funds

Funding to be appropriated into Department's FY 2008-09 budget.

BACKGROUND:

On July 22, 2008 the Board approved receipt of funds from the College District to operate Part-day Expanded State Preschool programs to program-eligible children and families in Contra Costa County. The original agreement was not fully funded due to State budget constraints. This amendment brings the grant to FY 2008-09 budget level. Thus, the agreement funding terms and conditions are amended accordingly, to reflect the increased number of days of operation now possible due to increased funds.

CONSEQUENCE OF NEGATIVE ACTION:

CHILDREN'S IMPACT STATEMENT:

The Community Services Bureau of the Employment & Human Services Department supports three of Contra Costa County's community outcomes: Outcome 1 - "Children Ready for and Succeeding in School," Outcome 3 - "Families that are Economically Self-sufficient," and Outcome 4 - "Families that are Safe, Stable, and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
