RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to ACCEPT a grant in an amount not to exceed $6,000 from California Department of Community Services and Development for Emergency Homeless Services for the term December 1, 2008 through April 30 2009.   

FISCAL IMPACT:

None. No County Match.  
100% State funding.

BACKGROUND:

The Community Services Bureau of the Employment & Human Services Department applied for discretionary funds from the California Community Services and Development Department in response to the Governor's Cold Weather Advisory, December 11, 2008. The purpose of the grant is to provide emergency funding for the County's youth homeless shelter and family emergency housing shelter due to lack of alternative facilities for youth and families out in the cold winter weather. The Department will utilize an Inter-departmental Agreement with County Health Services to meet these goals.  
  
Due to State budgetary process delays, the State was not able to confirm the grant award until late February 2009. The original end date for the agreement was February 28, 2009, which did not allow timely Board approval of the award. Subsequently, the State changed the term end date to April 30, 2009, to better facilitate contract award execution.
