RECOMMENDATION(S):

1. APPROVE a License with AAAA RV & Boat Storage, L.L.C., for a month-to-month term beginning March 1, 2009, to park three mobile vans at 4961 Pacheco Boulevard, Martinez, at a monthly rent of $900 for the Health Services Department under the terms and conditions set forth in the License.

2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the License.

RECOMMENDATION(S): (CONT'D)
3. DETERMINE that the project is a Class 1(a) Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). CP #08-68

4. DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or disignee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing of the Notice of Exemption.

FISCAL IMPACT:

The License will obligate the County to pay a montly rent of $900. The License costs were anticipated and budgeted in the Health Services Departments approved FY 2008/2009 budget.

BACKGROUND:

The License is for overnight and weekend parking of the three Health Services Mobile Clinic vans when they are not in service. Each van contains toilet facilities, and requires electrical and sewage hook-ups to empty the sewage. The proposed location has a service center, and provides such electrical and sewage hook-ups for the vans. In addition, the mobile clinics provide pharmacy services to County clients, and need to be stored in a secure location.

CONSEQUENCE OF NEGATIVE ACTION:

The County will not have a secure place to park the Health Services Mobile Clinic vans when they are not in service and will have to find another location to store the vans.
