RECOMMENDATION(S):

APPOINT Supervisor Ken Carlson as the Board of Supervisors representative and Dr. Sara Levin as the County Health Services Department representative to the Contra Costa Transportation Authority's Task Force for Accessible Transportation Strategic Plan implementation, and DIRECT the Clerk of the Board to update the Board's Master Resolution for Board Committee appointments, as recommended by Supervisor Gioia.

FISCAL IMPACT:

None.

BACKGROUND:

The Accessible Transportation Strategic (ATS) Plan was conducted by the Contra Costa Transportation Authority (CCTA) with support from Contra Costa County. The ATS Plan reviewed how transportation services are provided to seniors, persons with disabilities, and veterans. The ATS Plan was completed in late 2020, the Board of Supervisors approved the Plan at their March 9, 2021 meeting and CCTA gave final approval shortly thereafter.

    The ATS Plan included recommendations and implementation steps, one of which was to form a Task Force that would oversee implementation. The Task Force has a similar make-up to its predecessor, the Policy Advisory Committee which oversaw the development of the ATS Plan. The recommendations will fill the two County seats on the Task Force, one for the Board of Supervisors and the other for the Health Services Department.   
    The make up of the Task Force is below:

    3. Southwest Area Transportation Committee (SWAT)
    4. East County Transportation Planning Committee (TRANSPLAN)

    7. Tri Delta Transit
    8. West Contra Costa Transit Authority
    9. Alameda-Contra Costa Transit District
    10. Bay Area Rapid Transit
    11. County Connection
    12. Contra Costa Health Services
    13. Low-Income Community
    14. Non-Governmental Agency (NGO)/Advocate/Senior
    15. NGO/Advocate/Disabled
    16. NGO/Advocate/Senior/Disabled
    17. Paratransit User

    CONSEQUENCE OF NEGATIVE ACTION:

    If the recommended actions are not taken, the County will not have full representation on the Task Force for the Accessible Transportation Strategic Plan.
