Referral History:

The update to the County's 2015 Climate Action Plan (CAP) is occurring in conjunction with the update to the County's General Plan and zoning code in a project called Envision Contra Costa 2040 (Envision). In 2021, when the Envision schedule was extended, sustainability staff developed an Interim Climate Action Work Plan for 2021-2022. That Work Plan was reviewed by the Sustainability Committee in March 2021. Staff is providing annual reports on the 2021-2022 Work Plan to the Sustainability Commission and the Board of Supervisors. The 2022 annual report will be submitted to the Board of Supervisors in March, along with other annual planning reports from the Department of Conservation and Development.

Referral Update:

The Envision schedule has been further extended to 2024. Staff therefore proposes an Interim Climate Action Work Plan for 2023-2024. The attached Interim CAP Work Plan was reviewed by the Sustainability Commission in December 2022 and reflects suggestions from the Commission. It also has been reviewed by lead departments. This Interim Work Plan presents the climate actions staff will focus on until the updated CAP is adopted in 2024. These are the items on which staff will report in the annual CAP Progress Report.
