Referral History:

On June 11, 2019, the County Board of Supervisors received a presentation from the interdepartmental Illegal Dumping Think Tank team and approved a total of fifty-six (56) illegal dumping strategies recommended by the interdepartmental Illegal Dumping Think Tank. The Board referred implementation of the recommendations to this newly formed Ad Hoc Committee. The Board also directed staff to report back to the full Board for authorization to expend funding allocated to implement specified illegal dumping strategies and to provide a status update regarding the County's mandatory subscription ordinance and the other recommended illegal dumping strategies.

On September 16, 2019, this Illegal Dumping Ad Hoc Committee received its first status update regarding allocation of funding and the implementation of the CCC Illegal Dumping Initiative approved by the Board of Supervisors on June 11, 2019. The Committee received a subsequent update on November 19, 2020, the meeting planned for March 18, 2020 having been cancelled due to COVID-19.

STRATEGY IMPLEMENTATION UPDATES: At the February 18, 2020 Committee meeting, staff members from the Illegal Dumping Think Tank team will make brief verbal presentations about the following CCC Illegal Dumping Initiative implementation highlights:

Treated Wood Waste – Strategy #23
Approved signage – Strategy #27 (see Illegal Dumping Signage Draft attachment)
RV/Boat Abatement – Strategy #40
Deputies for illegal dumping investigations - Strategy # 45
Cameras - Strategy # 46

Progress has made on numerous other illegal dumping strategies, most of which did not require allocation of additional funding. In preparation for this upcoming Illegal Dumping Ad Hoc Committee meeting, staff has prepared an updated version of Table 1 which is attached to reflect progress applicable to the individual strategies.

PROGRAM METRICS: At the previous meeting on November 19, 2020, the Committee asked staff to provide information on how the success of the program will be measured. Staff has prepared to present the attached CCC Illegal Dumping Initiative Program Metrics slides to provide information related staff identified key performance indicators to measure program activity and success.

PROPOSED STRATEGY AMENDMENTS: Staff has recommended changes to strategies #19, #22, #41, #49, #50, and #56. Staff asks that the Committee recommend that the Board approve proposed strategy amendments. Strategy amendments are explained in attached Table 1.
