3. Receive Record of Action for the January 23, 2020 Potential Sales Tax Measure Ad Hoc Committee Working Group meeting.

4. Receive update from co-chairs meeting Supervisor Mitchoff.
  Josh Anijar shared details from a meeting with Supervisor Mitchoff on Feburary 6. Topics discussed included updates on the progress of writing the needs assessment, as well as efforts to retain a consultant and pollster.

5. Continue discussion on formulations of needs assessment.
  The work group once again divided into four groups, Health, Housing, Social Safety net and Children. After breaking out, each group shared information from their discussions. In the Health group, participants shared the need to keep county health clinics and the county hospital functioning and funded, as well as group homes, board & care, and community-based-organizations’ health programs. They also discussed funding to bolster EMS responsiveness.
 
The Housing group distilled six potent needs: Funding for homeless prevention; Creation of a housing trust for land acquisition; Community land trusts; Funding building and rehab for affordable housing projects; Permanent supportive housing; and Rental subsidies for rapid rehousing.
 
The Safety-Net group noted that within their framework, services often intersect and overlap—whether it be mental health, shelter, legal services health, food security, transportation, or workforce development. A theme that they identified was that vulnerable people are facing preventable problems, but systems to prevent those problems are overstressed and underfunded. They also noted that first responders often are bearing the weight of individuals needs that have not been met upstream.
 
The Children’s group identified a north-star statement—Kids in Contra Costa County are healthy, safe and ready to learn, as well as supported to succeed in school. However, the reality is that in Contra Costa County, as many as 40% of young children are not ready to start kindergarden. Funds generated from this potential sales tax could help mitigate that statistic and help realize the aims of the north-star statement aforementioned.

6. Establish meeting schedule.
  The next meeting of the Potential Sales Tax Ad Hoc Work Group is scheduled for Tuesday, February 25th in room 105 of 651 Pine Street, Martinez, CA.
