RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Brycer, LLC, for a fire protection systems compliance software system for the period February 11, 2020, through January 31, 2023.

FISCAL IMPACT:

There is no cost to the Contra Costa County Fire Protection District. Third party fire inspection and systems testing companies will pay Brycer, LLC for use of the software system when they submit reports..

BACKGROUND:

The Contra Costa County Fire Protection District (District) performs inspections of existing occupancies for compliance with the California Fire Code (CFC), Title 19-California Code of Regulations, the California Health and Safety Code, the Contra Costa County Fire Protection District Ordinance, applicable National Fire Protection Association (NFPA) standards and other approved national standards. Occupancies with an automatic fire protection system are required to maintain their systems via utilizing the proper licensed contractor. Part of the District’s inspection is to review the inspection reports performed by third party inspection companies and ensure that all the proper testing is being completed and that there were no deficiencies that need to be corrected. Brycer, LLC provides a web-based software application and service called The Compliance Engine for fire prevention bureaus to track and drive code compliance. It provides a secure cloud environment in which third party contractors that inspect, test, and maintain fire protections systems can submit their reports via Brycer, LLC's web portal direct to the District.
