Referral History:

At the October 24, 2016 IOC meeting a report was presented by staff and approved by the Committee on the Small Business Enterprise (SBE) program. That report concluded with a commitment by staff to bring back a draft Administrative Bulletin for this program to codify its purpose and reporting requirements.

Referral Update:

In working on this project, County Purchasing Manager David Gould determined that a much broader review of purchasing policies is needed that would cover this and several other related programs to ensure better coordination and to simplify departmental reporting requirements. Many existing purchasing policies have not been reviewed in some time and should be updated, such as the dollar thresholds that trigger when formal bidding should be performed.

Attached is a memo from Mr. Gould which further describes this recommendation and proposes that this review be conducted over a six-month period and the results be brought back to the IOC for review. The County Administrator concurs with his recommendation, and Chief Asst. County Administrator Allison Picard will work with him to accomplish this goal.

Additionally, Supervisor Gioia, who had been a member of this committee at that time, had requested additional information about the types of purchases that the report had covered, which is also included in the attached memo. Mr. Gould will attend the February 13 meeting and will be available to answer any additional questions the Committee may have on this information or the recommendation for a broader review of purchasing policies.
