Referral History:
At the August 22, 2016 meeting of the Ad Hoc Sustainability Committee, the Committee directed staff to provide an update on work to implement the Climate Action Plan.
Referral Update:
This report provides an update to the Ad Hoc Sustainability Committee on the work of the County’s Sustainability Coordinator since the Committee last met in October 2016. Key activities during this period included:
  • Managed process for advertising and screening applicants for Contra Costa County Sustainability Commission. 35 people applied for ten seats. Once that Commission is seated, staff will schedule the Sustainability Commission meetings to occur alternate months from the Ad Hoc Sustainability Committee.
  • Convened kickoff meeting of the Sustainability Exchange, a venue for anyone in Contra Costa County who works for a city, county, special district, or other organization with a governing board of elected officials. 35 people attended the first meeting. In addition to staff from several County departments, participants included staff from cities, schools, community colleges, and special districts, representing topics that include solid waste, energy, transportation, land use, government operations, and conservation. A number of people were unable to attend and wish to be informed of future meetings. The group has formed a steering committee, which will help structure future quarterly meetings. Areas of mutual interest identified in the first meeting include effective communication about sustainability, and how to facilitate organizational change.
  • Prepared application to the Strategic Growth Council and Governor’s Office of Planning and Research for grant that would fund a Renewable Resource Potential Study. This Study would (1) identify areas that are best sites for renewable resources, including solar, wind, biomass, and bio-gas, (2) identify modifications to current zoning ordinances that would facilitate deployment of renewable resources, and (3) work with disadvantaged communities in unincorporated areas to determine how they can benefit from local renewable energy.
  • Assisted with outreach related to the draft feasibility study on community choice energy.
  • Collaborated with County staff working on topics including land use and transportation, Northern Waterfront Economic Development Initiative, North Richmond Urban Greening, Planning Integration Team for Community Health (PITCH), codes, solid waste, energy.
  • Participated in regional activities, including the Adapting to Rising Tides study, the Spare the Air Resources Team, and related.
