RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment agreement with AP Triton, LLC to increase the payment limit by $160,000 to a new payment limit of $222,075 for continued services in the development of a fire-based ambulance service proposal, with no change in the contract term of December 1, 2014 through February 28, 2016.

FISCAL IMPACT:

$160,000: 100% Fire District General Operating Fund

BACKGROUND:

The Contra Costa County Fire Protection District (District) entered into a contract with AP Triton, LLC (Contractor) for analysis, planning, and development of a fire-based emergency ambulance service proposal. The Contractor has completed a financial feasibility analysis and an examination of different deployment models.  
  




BACKGROUND: (CONT'D)
This amendment agreement expands the scope of services under the original contract and authorizes the Contractor to 1) issue a request for qualifications for the potential selection of an ambulance provider to work with the District in the development of a fire-based medical transport service proposal, 2) assist with the assessment of the bidders, 3) negotiate the terms and conditions of a potential public-private partnership agreement, and 4) assist with the development of the District’s response to the Contra Costa County Request for Proposals for Exclusive Operator for Emergency Ambulance Service.

CONSEQUENCE OF NEGATIVE ACTION:

The District will discontinue work on the development of a proposal to compete for Exclusive Operator for Emergency Ambulance Service within the Designated Exclusive Operating Area of Contra Costa County.
