RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment with Freschi Air Systems, Inc. to increase the payment limit by $50,000 to a new payment limit of $382,000 and extend the term from February 28, 2015 to February 29, 2016 for a guaranteed maintenance service agreement for heating, ventilation, and air conditioning equipment.

FISCAL IMPACT:

$50,000: 100% Fire District General Operating Fund  
  

This cost adjustment is budgeted and represents an increase to the original payment limit in accordance with the Consumer Price Index adjustment referenced in the invoicing and payment provisions of the original agreement.



BACKGROUND:

The Contra Costa County Fire Protection District (District) has 36 facilities with approximately 140 pieces of heating, ventilation, and air conditioning (HVAC) equipment. Over the past twelve years, the District has successfully used guaranteed maintenance agreements for its HVAC equipment, finding that it is both economically and operationally efficient. This agreement ensures District equipment is maintained to its highest operating level, and that in the event of a mechanical problem, a qualified, competent, and obligated service provider will respond to affect repairs in a timely manner.

CONSEQUENCE OF NEGATIVE ACTION:

Without an HVAC guaranteed maintenance agreement, District equipment would not operate in an energy efficient manner and may be subject to lengthy repair delays in the event of mechanical failures. The health and welfare of District personnel could be adversely impacted during the 24/7 nature of our operations.
