RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Grant Agreement #28-360 from the State of California, Emergency Medical Services Authority (EMS), to pay the County in an amount not to exceed $47,883, for County’s EMS Federal Block Grant Support Quality Improvement Project from January 1, 2015 through September 30, 2015.

FISCAL IMPACT:

Approval of this agreement will result in an amount not to exceed $47,883 for the County’s EMS Federal Block Grant Support Quality Improvement Project through September 30, 2015. No County match required.











BACKGROUND:

The Emergency Medical Services (EMS) Authority provides statewide coordination and leadership for the planning, development, and implementation of the local EMS systems throughout California and sets standards for the training and scope of practice of various levels of EMS personnel. The EMS Authority will provide funding to the County’s EMS Division through the federal Preventative Health and Health Services Block Grant (PHHSBG), to support special project capabilities related to the Health Information Exchange (HIE), Quality Improvement, and transformation to the National Information System (NEMSIS) Version 3. Currently County’s EMS uses approximately thirteen different data systems, each consisting of multiple databases, to provide information about EMS system activities. The goal of the County is to improve the quality of patient care through development of system improvement and data collection, thereby continuing to build on HIE infrastructure capabilities through September 30, 2015.   
  

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County will not receive funding to support the County’s EMS Federal Block Grant Support Quality Improvement Project.
