RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Probation Officer, or designee, to apply for, accept and execute a grant contract with the California Board of State and Community Corrections in an amount not to exceed $119,285 to continue facilitation of Proud Parenting Programs for young fathers and mothers involved in the criminal justice system for the period July 1, 2015 through June 30, 2016.

FISCAL IMPACT:

$119,285 with a possible additional two year non-competitive application. (10% Match required, to be funded by STAND! for Families Free of Violence)











BACKGROUND:

The Proud Fathers Program provides parent education, parent-child activities, and case management for young fathers and fathers-to-be who are at risk of committing child abuse due to their histories of domestic violence or child abuse, involvement in the criminal justice system, or other risk factors. The program relies on three strategies for improving parent skills and parent-child relationships: 1. Parenting education through an evidence-based parent education curriculum. 2. Referrals to case management to guide parents toward self-sufficiency and stability. 3. Supervised parent-child activities and excursions, where parents can practice the skills they may have learned. The Probation Department has received this grant for the last three years. The program served youth in the Orin Allen Youth Rehabilitation Facility, Youthful Offender Treatment Program as well as youth on Probation in the community.

CONSEQUENCE OF NEGATIVE ACTION:

If the application is not submitted, parenting services will not be provided by STAND! For Families Free of Violence for youth under Probation Supervision.

CHILDREN'S IMPACT STATEMENT:

Services provided as funded by this application will improve the quality of life for youth in the juvenile justice system and their children and provide a service to which they might not otherwise have access.
