2. DECLARE vacant the Environmental Engineering Firms Alternate seat due to the reassignment of Ed Morales and DIRECT the Clerk of the Board to post the vacancy.

FISCAL IMPACT:

None.

BACKGROUND:

The IOC reviews nominations made by the Hazardous Materials Commission and environmental firms for appointments all Commission seats except the City seats. On September 17, 2013, the Board of Supervisors appointed Ed Morales, of Martinez, to the Environmental Engineer Alternate seat on the Hazardous Materials Commission to complete the unexpired term ending December 31, 2013 and to a new term ending December 31, 2017.

At its February 3 meeting, the IOC approved the Commission's attached nominations for appointment and also a request to reassign Mr. Morales to the Environmental Organizations Alternate seat.

CONSEQUENCE OF NEGATIVE ACTION:

The Commission will continue to operate with vacant seats if the nominations are not approved.
