RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee to execute Grant Award Amendment #90CX0006-05-02 (County #28-701-4) from the U.S. Department of Health and Human Services, Administration for tChildren and Families, Family and Youth Services Bureau, effective October 1, 2013, to increase the amount payable to County by $46,790 and to extend the term from September 30, 2013 through March 31, 2014.

FISCAL IMPACT:

This amendment will reflect a six (6) month low cost extension in the amount not to exceed $46,790 from the U. S. Department of Health and Human Services Administration for the operation of a transitional housing program for homeless young adults. State funds already allocated to Appian House will be used to satisfy the ten percent (10%) applicant match required by the Runaway and Homeless Youth grant. In addition, in-kind resources have been leveraged from other public entities such as the County Mental Health to support the project. No additional County match required.







BACKGROUND:

On April 21, 2009, the Board of Supervisors approved Grant Award #28-701-3 from the U.S. Department of Health and Human Services Administration for the Children and Families (ACF), Family and Youth Services Bureau, for funding through the Transitional Living Program for Runaway and Homeless Youth to support Appian House Transitional Housing Program for youth ages 18-21 in Contra Costa County for the period from October 1, 2018 through September 30, 2013.   
  
Approval of Grant Award Amendment Agreement #28-701-4 will extend the term for six (6) months, to allow for additional funding to support housing, educational and vocational opportunities, and life skills to homeless young people, that will enable them to become self-sufficient, productive adults, through March 31, 2014.   

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the transitional living program would be required to operate at reduced capacity, displacing youth back into homelessness.
