RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 21422 to add two Mental Health Clinical Specialist positions (VQSB) at salary level QT2 1384 ($4214.34 - 6256.22) in the Health Services Department.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $246,987, including pension costs of $26,651, and will be funded by CCHP capitation funds.

This is a request to add two full-time Mental Health Clinical Specialist positions in the Behavioral Health Division. These positions are needed to staff the Division’s Care Management Unit, and will assist in administering the new mental health benefit for Medi-Cal/Contra Costa Health Plan beneficiaries with mild to moderate mental health needs. One position will be assigned to the MH Access line. Duties will include: answering and logging telephone calls from consumers, family members, and other interested parties using phone interpreter services as necessary; responding to written requests for referrals from Child and Family Services, primary care providers, County mental health clinics, and community-based organizations; performing mental health screening, gathering case history data, confirming Medi-Cal eligibility, determining and authorizing appropriate level and type of care; and providing other referrals to callers as needed. The second position is needed for utilization review. Duties will include; reviewing assessments and treatment plans submitted by network providers, and other case history data; determining whether beneficiaries needs meet medical and service necessity for continued authorization of care; authorizing treatment and claims for services for Medi-Cal reimbursement; identifying quality of care issues for mental health beneficiaries on the provider network; providing phone consultation to over 300 network providers currently contracted with CCMHP; and authorizing, deferring or denying payment of claims as appropriate.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, it may have a negative impact on patient care as well as result in delays in the payment of claims that will cause the county to be out of complaince with State requirements.
