RECOMMENDATION(S):

APPROVE the MonTaraBay and Montalvin Park Improvements Project and AUTHORIZE the Public Works Director, or designee, to submit a request to the East Bay Regional Park District (EBRPD) for Measure WW funding and advertise the project, San Pablo Area. [DCD-CP#13-42], Project No.: 7489-6X5239  
  

DETERMINE the project is a California Environmental Quality Act (CEQA), Class 2 Categorical Exemption, pursuant to Article 19, Section 15302 of the CEQA Guidelines; and  

  

RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk; and  
  
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.  

FISCAL IMPACT:

100% East Bay Regional Park District Measure WW Funds.

BACKGROUND:

On April 5, 2012, Public Works staff reported to the Transportation, Water and Infrastructure Committee (TWIC) on the County Service Area (CSA) Measure WW funds. (Measure WW is a voter-approved East Bay Regional Measure passed in 2008.) The TWIC asked staff to develop a draft expenditure plan for each of the specific CSAs that are within the purview of the County Board of Supervisors. District I staff and community stakeholders in the San Pablo area have recommended allocation of the Measure WW funds to Montalvin and MonTaraBay Parks for an improvement project.   
  
On October 3, 2013, County staff reported back to TWIC with a recommendation for this project in CSA M-17 (San Pablo). Staff received authorization from TWIC to submit this proposal to the Board of Supervisors to approve submitting a project application to the EBRPD by March 31, 2014. Measure WW funds available to San Pablo (CSA M-17) are $541,039. Once approval by the EBRPD is received, County staff will begin the implementation of the project including the final design documents. The purpose of the work is to improve existing structures and make additional improvements at both parks (MonTaraBay and Montalvin) in West Contra Costa County. These parks are central features in their communities; providing sports and event facilities for these economically challenged and culturally diverse communities. The parks are used heavily by the community and many of their features are aging and in need of renovation or replacement. Improvements for Montalvin Park will consist of renovation of the existing turf (grassy field), irrigation system, playground, asphalt paths, and picnic tables and chairs. The project will also include adding a concrete pad with a surrounding fenced enclosure that will hold temporary port-a-potties for special events. The project may also include installation of a water fountain near the playground. Montalvin Park is experiencing erosion along the eastern slope leading to the park and the parking lot is experiencing flooding. The project will address the erosion and flooding issues with erosion control plantings, minor grading, a drainage swale, and renovation of the parking lot’s existing drainage system. Eight (8) trees will also be planted near the picnic tables for shade.   
  
Improvements for MonTaraBay Park will consist of the remodel of the MonTaraBay Community Center’s kitchen, replacement of a trash enclosure adjacent to the community center, replacement of existing landscaping, connecting storm drain lines, and improving baseball field drainage and irrigation. The project will also include the construction of park signage and installation of four (4) security cameras overlooking the parking lot. Replacement of these features will improve the community center’s appearance, invite more community involvement, and address illegal dumping in the park. Appropriate Best Management Practices (BMPs) will be implemented to minimize erosion and protect drain inlets. No tree removal will be necessary. Tree and shrubbery trimming may be necessary throughout the project area. In order to minimize damage to trees, any roots exposed during construction activities will be clean cut. The Community Center will have signage placed in open areas (in English and Spanish) about the upcoming project prior to any construction activities. Emergency vehicles will have access at all times. Utility relocations or adjustments may be necessary in support of the project. Real property transactions, including right-of-way acquisition may be necessary in support of this project.  

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
