RECOMMENDATION(S):

APPROVE the Tara Hills Pedestrian Infrastructure Project and AUTHORIZE the Public Works Director, or designee, to advertise the project, Pinole area. Project No.: 0662-6R4211, DCD CP #13-45 (District I)  
  

DETERMINE the project is a California Environmental Quality Act (CEQA), Class 1c Categorical Exemption, pursuant to Section 15301(c) of the CEQA Guidelines; and  

  




RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk; and  
  
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.   
  
ADOPT Resolution No. 2014/48 to APPROVE and AUTHORIZE the Public Works Director, or designee, to submit a 2014/2015 Transportation Development Act (TDA) Grant Application to the Metropolitan Transportation Commission in the total amount of $100,000 for fiscal year 2014/2015 for the Tara Hills Pedestrian Infrastructure Project.  

FISCAL IMPACT:

This project will be funded approximately 28% TDA Grant Funds and 72% Local Road Funds.  

BACKGROUND:

The purpose of this project is to provide Americans with Disabilities Act (ADA) curb ramps for the local residents and students attending Tara Hills Elementary and North Campus Continuing Education High School. The project will install twenty-two (22) curb ramps at selected intersections close to both schools. The project will construct four bulb-outs, remove existing signage and install new signage and pavement markings at the intersection of Dolan Way and Flannery Road. Several storm drain inlets may need to be relocated or installed to accommodate the proposed improvements. Nesting bird surveys will be conducted if the project is constructed in the bird nesting season. In order to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. No tree removals are anticipated. Temporary lane closure may be required during the construction of the project. Real property transactions and utility relocations may be necessary in support of this project.

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
