RECOMMENDATION(S):

APPROVE the Port Chicago Highway and Willow Pass Road Sidewalk Improvements Project and AUTHORIZE the Public Works Director, or designee, to advertise the project, Bay Point area. Project No.: 0662-6R4054, DCD-CP#13-46 (District 5);  
  

DETERMINE the project is a California Environmental Quality Act (CEQA), Class 3 Categorical Exemption, pursuant to Article 19, Section 15303 of the CEQA Guidelines; and  

  




RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk; and  
  
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.   
  
ADOPT Resolution. No. 2014/43 to APPROVE and AUTHORIZE the Public Works Director, or designee, to submit a 2014/2015 Transportation Development Act (TDA) Grant Application to the Metropolitan Transportation Commission in the total amount of $100,000 for fiscal year 2014/2015 for the Port Chicago Highway and Willow Pass Road Sidewalk Improvements Project.  
  

FISCAL IMPACT:

This project will be funded approximately 27% Safe Routes to School Grant Funds, 6% TDA Grant Funds, 37% Bay Point Area of Benefit Funds and 30% Local Road Funds.   

BACKGROUND:

The purpose of the project is to construct 1,400 linear feet (LF) of sidewalk and bike lane improvements at the intersection of Port Chicago Highway and Willow Pass Road. Currently, there is a gap between the two segments of the existing sidewalk and bike lane. The project will close that gap to extend improvements westerly from the intersection of Willow Pass Road and Weldon Street, to Port Chicago Highway, and then extend northerly to the intersection of Port Chicago Highway and Lynbrook Drive. The project will convert the existing bike route to a class II bike lane and, once completed, connect the class II bike lane along Willow Pass Road to the existing bike path along Pacifica Avenue. To accommodate the bike lane, the roadway pavement on Port Chicago Highway will be widened approximately 21 feet to allow for a second northbound lane and a class II bike lane. The pavement markings for the bike lane will be removed and restriped accordingly. The project will also remove a free right-turn lane for motorists traveling westbound on Willow Pass Road and convert it to a T-intersection with a right-turn pocket for vehicles traveling into a northbound lane along Port Chicago Highway. The lane removal at the intersection will provide a T-intersection with a right-turn pocket to replace the free right turn. The area also experiences storm water runoff from the northeast side of the intersection and will require modification of the existing storm drain system. One to three eucalyptus trees, none larger than (8) inch Dbh (Diameter breast height), located on the traffic island at the intersection of Port Chicago Highway and Willow Pass Road will be removed. Prior to tree removal, a nesting bird survey will be conducted or the tree will be removed outside of nesting season. In order to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. All curb ramps will meet Americans with Disabilities Act (ADA) requirements. Real Property transactions and utility relocations may be necessary in support of this project.

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
