RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Grant Award #29-544 (CA1175L9T051200) with the United States Department of Housing and Urban Development (HUD), for McKinney-Vento Act funds, to pay County an amount not to exceed $115,472, for the County’s Continuum of Care Project, for the period from January 1, 2014 through December 31, 2014.

FISCAL IMPACT:

Approval of this award will result in an amount not to exceed $115,472 from HUD McKinney-Vento Act funds. 25% County match is required. No additional appropriation is needed.











BACKGROUND:

The Contra Costa Continuum of Care (CoC), through its Inter-jurisdictional Council on Homelessness was awarded funds for CoC Planning. The CoC’s planning needs and proposed activities include: 1) Evaluating the outcomes of CoC and ESG funded projects; 2) Preparing and submitting an application to HUD on behalf of the entire Continuum of Care membership; 3) Conducting a sheltered and unsheltered point-in-time count; and 4) Monitoring recipients and sub-recipients and enforcing compliance with CoC program requirements. The CoC’s Executive Committee, with the CoC coordinator, will coordinate and implement the activities. This will improve the members’ ability to comply with current and new Mckinney-Vento regulations related to their funding from HUD.   
  
Approval of Grant Award #29-544, will allow the County to receive funding for the Continuum of Care project, through December 31, 2014.

CONSEQUENCE OF NEGATIVE ACTION:

If this award is not accepted, the County will not receive funding to support the Continuum of Care project.
