RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #22-137-46 with Meals on Wheels and Senior Outreach Services of Contra Costa, a non-profit corporation, effective January 1, 2014, to amend Novation Contract #22-137-45, to increase the payment limit by $10,000, from $289,659 to a new payment limit of $299,659, with no change in the original term of July 1, 2013 through June 30, 2014, and to increase the automatic extension payment limit by $2,500, from $72,415 to a new payment limit of $74,915, with no change in the term of the automatic extension, through September 30, 2014.

FISCAL IMPACT:

This amendment is funded 100% by Title III-C2 of the Older Americans Act of 1965. (No rate increase)

This Contract meets the social needs of County’s population by providing home-delivered meals on 250 serving days to an average of 830 senior citizens, to ensure they receive at least one third of their daily nutritional requirements.

On August 6, 2013, the Board of Supervisors approved Novation Contract #22-137-45 with Meals on Wheels and Senior Outreach Services of Contra Costa for the provision of home-delivered meals, for the period from July 1, 2013 through June 30, 2014, which included a six-month automatic extension through September 30, 2014.

Approval of Contract Amendment Agreement #22-137-46 will allow the Contractor to provide an additional frozen meal delivery route through June 30, 2014.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, County’s homebound senior citizens will not receive Senior Nutrition Program meals which provide at least one third of their daily nutrition.
